The Delta Alternative Compliance Plan (Delta ACP) application allows diverters to easily measure and report water use under Water Code sections 5104 and 1840 using satellite based ET estimates.

Set your boundaries

Confirm the boundary of your place of use (POU) for each individual water statement number. This boundary will enable the Delta ACP to retrieve evapotranspiration data from OpenET for your POU.

Review your data

The Delta ACP will give you a preview of your evapotranspiration (ET) data that it retrieved from OpenET. OpenET provides data from multiple satellite-driven models that are used to map ET, and provides a single “ensemble ET” value that is calculated from those models for each location and timestep. The OpenET project team includes national and international experts in remote sensing of ET, cloud computing, and web development. If you believe there is an error with the ET data for your POU, please notify us.

Deliver your report

After confirming your boundary and reviewing the ET data, you can complete the rest of your Supplemental Statement of Diversion and Use reports. Most of the fields in the report will be prepopulated with OpenET data and previous report responses. The Delta ACP will send completed reports to the California State Water Resources Control Board.
